Any person who violates or does not comply with the provisions of this act, shall be guilty of a misdemeanor, and, upon conviction thereof, shall be sentenced for a first offense to pay a fine of not less than twenty nor more than fifty dollars; for a second offense to pay a fine of not less than fifty nor more than two hundred and fifty dollars, or by imprisonment for not more than thirty days, or both; for a third offense by a fine of not less than two hundred and fifty dollars, or by imprisonment for not more than sixty days, or both.
