Notwithstanding any of the provisions of Article XIII, 1 the board upon the filing of a charge alleging the commission of an unfair labor practice committed during, or arising out of the collective bargaining procedures set forth in sections 801 and 802 of Article VIII of this act, 2 shall be empowered to petition the court of competent jurisdiction for appropriate relief or restraining order.
Upon the filing of any such petition the board shall cause notice thereof to be served upon such person and thereupon the court shall have jurisdiction to grant to the board such temporary relief or restraining order as it deems just and proper.
