As much as reads as follows: “in a summary proceeding before any district justice, justice of the peace, alderman or magistrate in the county, city, borough, town or township in which the offense was committed” and “such costs to be paid to said county and the fine to be paid to the said city, borough, town or township in which the offense was committed” of the last sentence of section 13, act of January 24, 1966 (1965 P.L.1535, No. 537), known as the “Pennsylvania Sewage Facilities Act,” is repealed.
