The Secretary of Banking shall prescribe regulations to carry out the purposes of this act. These regulations may contain such classifications, differentiations, or other provisions, and may provide for such adjustments for any class of transactions, as in the judgment of the department are necessary or proper to effectuate the purposes of this act, to prevent circumvention or evasion thereof, to facilitate compliance therewith, to insure meaningful disclosure to the user of residential mortgage credit, and to insure their being supplemental to and not inconsistent with regulations under the Federal Consumer Credit Protection Act.
