After the conditions of any deposits made under the provisions of this act have been fulfilled, and the certificate of authority granted to such underwriters has been canceled, or they have voluntarily withdrawn from and have ceased doing business in this Commonwealth, the Insurance Commissioner shall return to said underwriters, or their duly authorized representative for this purpose specifically designated by them, or their principal attorney or attorneys-in-fact, all securities and cash so deposited in this Commonwealth.
