Certificates issued on or after the effective date of this section under a group policy legally issued prior to the effective date of this section shall comply with the provisions of this act no later than three years after the act is enacted if issued to: an employer or trustees of a fund established by an employer, trustees of a fund established by two or more employers none of whom has joined after the effective date of this section, labor union, police fraternity, firemen's fraternity, teachers' association or federation and a unit of the National Guard or Naval Militia. Any other certificates issued on or after the effective date of this section under a group policy issued prior to the effective date of this section shall comply with the provisions of this act.
