An insurance company, association, or exchange which has made such deposit, or its trustees or resident manager in the United States, or the Insurance Commissioner, may, at any time, bring, in any court having jurisdiction, a suit in equity, against the Commonwealth and other parties properly joined therein, to enforce, administer, or terminate the trust created by such deposit. The process in such suit shall be served on the State Treasurer, who shall appear and answer on behalf of the Commonwealth, and perform such orders and decrees as the court may make thereon.
