Pennsylvania Statutes Title 39 P.S. Insolvency and Assignments § 40. Assignee may be compelled to record assignment

Any creditor may compel the production and recording of an assignment, by petition to the proper court of common pleas, at the expense and cost of the defaulting assignee, including a reasonable counsel fee to such creditor's attorney.
