Pennsylvania Statutes Title 39 P.S. Insolvency and Assignments § 242. Exercise of jurisdiction

I. In the case of a person arrested or detained by virtue of any process issued in any civil suit or proceeding, for the recovery of money or damages, or for the non-performance of any decree or sentence for the payment of money without collusion with the plaintiff, the court of common pleas of the county in which such debtor shall be arrested or detained shall have power to grant relief as aforesaid.

II. In the case of a person held on a bail piece issued in any such suit or proceeding, the court of common pleas of the county in which the suit was instituted, shall have power to grant relief as aforesaid.

III. In the case of a debtor not arrested, detained or held as aforesaid, such power may be exercised by the court of common pleas of the county in which such debtor shall reside.
