The secretary is hereby authorized to take over for construction, reconstruction, improvement and maintenance, and thereafter to construct, reconstruct, improve, and maintain at the expense of the Commonwealth, as a part of its system of State highways, any road leading from a State highway to any State property maintained as a park or used for military purposes. The secretary shall first submit a plan of such road to the Governor, and the same shall be approved by him. Before the secretary shall take over any such road for construction, reconstruction, improvement, or maintenance, he shall give notice, in writing, to the proper officers of the county or township in which said road shall lie of his intention to take over the same as a part of the system of State highways, and of the date when the department will assume the care and maintenance thereof.
