In order to facilitate vehicular traffic between the eastern and western sections of the Commonwealth, the Pennsylvania Turnpike Commission heretofore created by virtue of the provisions of the act, approved the twenty-first day of May, one thousand nine hundred and thirty-seven (Pamphlet Laws, seven hundred seventy-four), 1 is hereby authorized and empowered to construct, operate and maintain a turnpike at such location as shall be approved by the Governor and the Department of Highways from a point at or near Irwin in Westmoreland County, the western terminus of the turnpike heretofore constructed by said commission under the provisions of said act, to a point on the Western boundary line of the Commonwealth of Pennsylvania, touching on the State of Ohio or the State of West Virginia, together with connecting roads, tunnels and bridges, and to issue turnpike revenue bonds of the Commonwealth payable solely from tolls to pay the cost of such construction.
