That the Governor, the Auditor General, and the State Treasurer of the Commonwealth of Pennsylvania, the Mayor of the city of Philadelphia, and four other citizens of the Commonwealth, to be appointed by the Governor, are hereby constituted a commission to act in conjunction with a similar commission of the State of New Jersey as a joint commission for the purpose of constructing a bridge over the Delaware River Connecting the city of Philadelphia, in the State of Pennsylvania, and the city of Camden, in the State of New Jersey. No action of the said joint commission shall be valid and binding unless a majority of the Pennsylvania Commission and a majority of the New Jersey Commission shall vote in favor thereof.
