The Joint Commission having jurisdiction over bridges between the Commonwealth of Pennsylvania and the State of New York, in accordance with the provisions of the Act of July 25, 1917 (Pamphlet Laws, one thousand one hundred eighty), its amendments and supplements, 1 be, and is hereby, empowered to sell and dispose of such real and personal property in either Pennsylvania or New York as is, in its judgment, not necessary for the proper care, maintenance, and operation of such bridges as are, or may hereafter come, under its control and jurisdiction, for such price or prices and under such conditions as such commission may deem proper and reasonable.
