All tolls collected for the use of said bridge or bridges shall be deposited in the State Treasury in a separate fund, and shall be used only for the purposes of paying toll collection costs and maintenance charges, and repayment of advancements received from the Reconstruction Finance Corporation or such other agency of the Federal Government. Toll collection costs, maintenance charges, and repayments to the Reconstruction Finance Corporation or such other agency of the Federal Government from said fund will be made by the State Treasurer on warrant of the Auditor General, upon requisition of the Secretary of Highways, in accordance with arrangements entered into between the Department of Highways and the Reconstruction Finance Corporation or such other agency of the Federal Government.
