The Department of Highways, with the approval of the Governor, is hereby empowered to lay out and construct, and thereafter maintain, any such bridge or bridges and approaches thereto for which arrangements have been made as provided in section one of this act, 1 together with such roads as may be necessary to connect the said bridge with existing State highways.
