So much of the money in the Toll Bridge Fund is hereby specifically appropriated for such purposes. Political subdivisions of the Commonwealth may enter into agreements with the Secretary of Highways to pay out of funds available to them for road and bridge purposes, all or any part of the cost of acquiring toll bridges, as herein provided. The Secretary of Highways is authorized to accept Federal grants for the purpose of acquiring toll bridges.
