The words “toll bridge” or “bridge” as used in this act shall mean any bridge whereon toll is charged located wholly within the Commonwealth of Pennsylvania over any stream or river, or over a stream or river and the facilities of any public service company, and shall include the actual bridge, the approaches thereto, and all real and personal property, including the franchise belonging to the owner or owners of such bridge and used in the operation and maintenance of same.
