In the several counties of this commonwealth, where by existing laws the duty of laying out public and private roads is imposed upon the supervisors or road commissioners of the respective townships, any person interested, who may feel aggrieved with the assessment of the amount to be paid for the privilege of participating in the use of a private road, either as to the amount to be paid to the owner of the soil, or to the person or persons who have constructed such road, may, at any time within thirty days from the filing of such report, appeal from said assessment, in the same manner as now provided by law for the appealing from the assessment of damages for the laying out and opening of public roads.
