It shall be lawful for any political subdivision of the Commonwealth to make a contribution to the Department of Highways toward the cost of the establishment or improvement of a limited access highway or local service highway by the Department of Highways or toward the cost of maintenance of a limited access highway by the Department of Highways. It shall be lawful for any county and any of its political subdivisions to enter into agreements for the sharing of any or all costs of the establishment or improvement of limited access highways and local service highways.
