The Secretary of Transportation is authorized to negotiate a compact with the duly authorized agents of any one or more of the States of Delaware, Maryland, New Jersey, New York, Ohio and West Virginia in accordance with the Constitution of the United States, concerning maintenance and repair of public highways, transportation facilities and rights-of-way situated on or along the line between the Commonwealth and any of the states enumerated above, whereby the Commonwealth and any of these other states mutually agree to maintain and repair those portions of such public highways, transportation facilities and rights-of-way as are situated within their respective jurisdictions.
