If any person working upon any road or highway, or if any one in company with such person, shall ask money or reward, or by any means whatever, shall extort, or endeavor to extort, any money, drink, or other thing, of or from any person traveling upon or near such road or highway, the person so offending shall, for every such offence, forfeit and pay a sum not exceeding five dollars.
