Where any political subdivision of the Commonwealth assumes the liability for the payment of property damages resulting from the improvement of a State highway route, on which Federal funds are available, for the payment of all or part of the property damages, the Secretary of Highways is authorized to enter into such agreements as may be necessary with the officials of such political subdivision, or the Federal Government, to permit payment of such funds to the political subdivision.
