It shall be lawful for the county commissioners to enter into agreements with the Secretary of Highways for sharing the construction costs or sharing or paying the property damages involved in the construction, reconstruction, relocation or improvement of any of the bridges or highways enumerated in this act. Any moneys available to the county for the payment of property damages or for the construction of highways and bridges shall be available for such purposes.
