Those portions of the highway, which are situated within the limits of the city of Harrisburg, the township of Susquehanna, and the borough of Penbrook, shall be constructed, reconstructed, and maintained by the Department of Highways in accordance with present or future laws governing construction, reconstruction, and maintenance of State highways in the various municipal or political subdivisions in which they are, or may be, respectively, located.
