Pennsylvania Statutes Title 35 P.S. Health and Safety § 755.6. Powers and duties of the Environmental Quality Board

(a) The Environmental Quality Board  1 shall have the power and its duties shall be to adopt rules and regulations to accomplish the purposes of this act, including but not limited to the setting of a uniform interest rate to be applied to loans administered under this act. Such interest rate shall be established at three percent (3%) annually.

(b) Such rules and regulations shall be adopted pursuant to the provisions of the act of July 31, 1968 (P.L. 769, No. 240), known as the “Commonwealth Documents Law,”  2 upon such notice and after such public hearings as the Environmental Quality Board deems appropriate.
