Before engaging in the business of selling or the practice of fitting and selling hearing aids, each registrant shall notify the department in writing of the address or addresses where he is to engage, or intends to engage in the selling or fitting and selling of hearing aids, and, also, of any changes in such address or addresses. Any notice required to be given by the department to a registrant may be given by United States mail to such address, postage thereon prepaid.
