The board, exercising its powers and duties under section 1920-A of the act of April 9, 1929 (P.L. 177, No. 175), 1 known as The Administrative Code of 1929, has the power and duty to promulgate the regulations of the department to accomplish the purposes and to carry out the provisions of this act, including, but not limited to, regulations relating to the protection, from the release of hazardous substances, of the safety, health, welfare and property of the public and of the air, water, land and other natural resources of this Commonwealth.
