Three years after the effective date of this chapter, the Department of Public Welfare, in cooperation with the department, shall conduct a performance review of the program to provide home and community-based services under this chapter. The performance review shall be based upon the report prepared under section 503(e)(4) 1 and shall include the following:
(1) The strategic goals and objectives for the program.
(2) Whether these strategic goals and objectives were achieved.
(3) The specific methodology for evaluating the results, along with any proposed recommendations for improvement.
