It shall be the duty of the Department of Labor and Industry to enforce the provisions of this act, and to promulgate rules and regulations relating to manholes and protection of the public from the dangers thereof not inconsistent with the provisions of section 1 of this act. 1 The Department of Labor and Industry shall have the power to inspect and enter any manhole to ensure compliance with this act or any rules or regulations promulgated pursuant thereto, and shall have the power to stop any operation involving the use of a manhole until the provisions of this act and the rules and regulations promulgated pursuant thereto are complied with.
