Pursuant to section 4(a) of this act, 1 the department shall make no capital grant for any housing project, which shall exceed thirty-five per cent of its land acquisition, development, construction and preoccupancy cost, as finally ascertained by the department.
Any capital grants made under this act shall be strictly limited to the amounts and percentage of total cost necessary in the determination of the department to accomplish the purposes of this act.
