Any person or persons, firm or corporation who may own any building where passenger elevators are used shall be required, within one year from and after the passage of this act, to have said automatic locking device, electrical or mechanical, placed thereon or attached thereto and in perfect operation, or be subject to a penalty or fine of three dollars per day for each and every day said elevator is in use without the above-named device. Said fine to be collected as other debts due the commonwealth and paid to the county treasurer where such offense is committed.
