After receiving a report of the advisory board under section 1201(j)(4), 1 at the discretion of the secretary, the department may effectuate recommendations made by the advisory board by transmitting a notice to the Legislative Reference Bureau for publication in the Pennsylvania Bulletin. The secretary shall transmit notice to the Legislative Reference Bureau for publication in the Pennsylvania Bulletin within 12 months of the receipt of a report of the advisory board. The notice shall include the recommendations of the advisory board and shall state the specific reasons for the decision of the secretary on whether or not to effectuate each recommendation.
