(a) General rule.--For the purpose of implementing the provisions of this act, the Department of Agriculture is authorized to use:
(1) Moneys appropriated to it for agricultural research.
(2) Moneys specifically appropriated by the General Assembly for an Agricultural Law Resource and Reference Center.
(3) Any other moneys, contributions or payments which may be made available to the department by the Federal Government or by any public or private source.
(b) Limitation.--For the fiscal year beginning July 1, 1999, and each year thereafter, appropriations from the Commonwealth for operational costs of the center shall not exceed the combined value of resources available to the center for such purposes from other sources.
