All fees imposed by this act shall remain in effect until changed by the secretary by regulation subject to the act of June 25, 1982 (P.L. 633, No. 181), 1 known as the “Regulatory Review Act.” If the revenues raised by fees, fines and civil penalties imposed under this act are not sufficient to meet expenditures for the administration and enforcement of this act over a two-year period, the secretary shall increase those fees by regulation so that the projected revenues will meet or exceed projected expenditures.
