(a) No person, without first securing a license from the department, shall cause or attempt to cause condensation or precipitation of rain, snow, moisture, or water in any form contained in the atmosphere.
(b) No person without registering with the board shall have in his possession any cloud seeding equipment unless he is an employe of or under contract with a person conducting a weather modification and control operation who has been granted a license by the board.
