When the Authority shall have finally paid and discharged all bonds, including refunding bonds, together with all interest due thereon, which were issued for the purpose of financing the cost of construction of a project and shall have paid any and all other charges and obligations incurred in connection with such project, the Authority may (subject to the terms of any agreements, leases or indentures of trust concerning the operation, financing and disposition of such project) convey such project to the school district or school districts or board of trustees of any community college to which such project was leased or subleased.
