Notwithstanding the provisions of the act of July 28, 1988 (P.L. 556, No. 101), known as the “Municipal Waste Planning, Recycling and Waste Reduction Act,” 1 any school district that initially imposed a tax on a municipal waste landfill or resource recovery facility on or before June 30, 1988, but after December 31, 1987, may continue to collect such tax at the rate in effect on July 1, 1988, during the 1988-1989 school year only.
