All taxes, penalties and fines imposed under the provisions of this act shall be paid to, and collected by, the receiver of school taxes, or in school districts in which there is no receiver of school taxes, by the school treasurer. Such moneys shall be collected by such collecting officials in the same manner as the personal property taxes for county purposes, or in cities coextensive with counties for city and county purposes, are collected. There shall be paid to the school treasurer for the services rendered by him in collecting the tax, an amount to be mutually agreed upon between the school treasurer and the board of public education.
