It shall be unlawful for any board of school directors to demand, request, or accept, directly or indirectly, any gift or donation from any teacher or supervisor within its employ. When the Superintendent of Public Instruction 1 shall be of the opinion that any board of school directors has violated the provisions of this section, he shall have the power to refuse to authorize the payment of any amount payable to the school district by the Commonwealth on account of instruction for the school year in which such violation occurred.
