If at any election two (2) or more candidates for school director receive the same number of votes for the same office, the candidates receiving the same number of votes shall cast lots before the county board of elections at twelve (12) o'clock noon on the third Friday following the election, and the one to whom the lot shall fall shall be entitled to the election. In any case where the fact of a tie vote is not authoritatively determined until the third Wednesday after the election, the time for casting lots shall be twelve (12) o'clock noon of the second day the fact of such tie is authoritatively determined. If any candidate or candidates receiving a tie vote fail to appear before twelve (12) o'clock noon of said day the county board of elections shall cast lots for him or them. For the purpose of casting lots any candidate may appear in person or by proxy duly appointed in writing.
