Any county or city of the first class may establish a driver improvement school where motor vehicle operators, residing in the county or city of the first class, may attend or where operators, residing in other counties or cities, may attend when approval is given by the administrators of the school. The purpose of the school shall be for the giving of instruction in the operation of motor vehicles and for generally improving the driving habits of the operators attending.
