To these ends and purposes, the Superintendent of Public Instruction 1 is authorized, directed and empowered--
(1) To originate the documentary data prerequisite to the disbursement of all funds made available at any time by the Federal Government to the Commonwealth of Pennsylvania for said purposes, in accordance with existing and usual procedures covering disbursements from the State Treasury;
(2) To adopt, carry out and administer, a plan or plans, rules or regulations, for any such purposes, not contrary to, or inconsistent with, the laws of this Commonwealth. Such plan or plans, rules or regulations, so adopted, shall be made State-wide in application insofar as reasonably feasible, possible, or permissible, and shall be so devised as to meet the approval of the Federal Government or any of its agencies.
