The Commission of Soldiers' Orphan Schools of the Commonwealth of Pennsylvania, subject to the present laws and under such rules and forms of application as it may adopt, shall, and is hereby authorized and required to, admit to the Pennsylvania Soldiers' Orphan Industrial School, orphan or destitute children of honorably discharged soldiers, sailors, or marines, who served in the army or navy of the United States, or in any branch or unit thereof, during the war with Germany and Austria, or in any movement or campaign in connection therewith or resulting therefrom.
