(a) In addition to any other powers and duties under the act of August 7, 1963 (P.L. 549, No. 290), referred to as the Pennsylvania Higher Education Assistance Agency Act, 1 the Pennsylvania Higher Education Assistance Agency shall establish and administer a fund to be known as the Graduate Opportunity Fund. The purpose of this fund shall be to provide financial assistance to disadvantaged students who desire to or who are attending graduate school.
(b) The fund may accept donations and contributions from all public and private sources, including the Federal Government and any appropriations by the General Assembly.
