That the one-tenth part of the entire proceeds of the lands donated, by Congress, to the state of Pennsylvania, by the act of the second day of July, 1862, 1 in trust, and accepted by the act of April 1, 1863, 2 to which this is a supplement, be and is hereby appropriated, and the commissioners under the said act of April, 1863, are directed to pay the same to the agricultural college of Pennsylvania, to be expended in the purchase of lands for experimental farms.
