The board of trustees shall organize at such times each year as it shall determine and, subject to the approval of the Governor, elect a president. The board shall also elect a treasurer, a business manager, a secretary and such officers as it shall determine. A majority of the board shall constitute a quorum.
Vacancies on the board shall be filled by the Governor for the unexpired terms. The board shall meet twice annually on dates to be fixed by it and shall provide the State Board of Education with a copy of the minutes of its meetings.
