(a) General rule.--The secretary may revoke the Keystone District certification if at any time it determines that a district is no longer complying with the Commonwealth's best financial management practices standards.
(b) Immediate revocation.--Any district certified as a Keystone District which, before its next scheduled review, is deemed to be distressed by the secretary under section 691 1 or is placed on the education empowerment list provided pursuant to section 1703-B 2 shall immediately have its certification revoked.
