(a) Every school district and area career and technical school shall be paid by the Commonwealth for every school year, on account of approved adult career and technical program traveling expenses in the discharge of teaching and supervisory responsibilities of teachers, coordinators, supervisors and directors in career and technical education, eighty per centum (80%) of the sum expended by the school district or area career and technical school for such approved travel.
(b) For the 1991-1992 school year and each school year thereafter, the Commonwealth shall pay the amount required by this section to the school district or area career and technical school which provides the program upon which such reimbursement is based.
