For the 1999-2000 school year, when a school district's basic education funding allocation calculated as the sum of the amount under section 2502.13 1 for the 1999-2000 school year plus the amount under section 2502.37, 2 divided by the school district's 1999-2000 average daily membership, is less than one hundred one per centum (101%) of the school district's basic education funding allocation calculated as the sum of the amount under section 2502.13 for the 1998-1999 school year plus the amount under section 2502.36, 3 divided by the school district's 1998-1999 average daily membership, the school district shall receive additional funding as necessary to provide a one per centum (1%) increase in its basic education funding allocation per average daily membership for the 1999-2000 school year over its basic education funding allocation per average daily membership for the 1998-1999 school year.
