In school districts of the fourth class that do not elect auditors, the prothonotary of the court in which the auditors' report is filed shall advertise a concise summary or statement thereof, including the assets and liabilities of the district, in one newspaper published or generally circulated in such district, once a week for three successive weeks, beginning within a week after the filing of such report. Such notice shall call attention to the fact that the report was filed on a date therein state, and give notice that the same will be confirmed absolutely unless an appeal is taken therefrom within thirty days after the filing thereof.
